I think you have answered your own question. Earlier you confirmed that you cannot update non-Gnucash files, so the problem is not confined to Gnucash. Now you confirm that it happens locally, so nothing to do with Dropbox or Onedrive. That leaves your Windows 11 configuration, which is apparently not handling Greek characters in directory names properly.
