He isn't asking just how to set up the accounting for this but ALSO for
a (non-existent) feature to ENFORCE a limit on spending from this account.
Lawrence, an accounting system is just RECORDING transactions already
made. It isn't making those transactions. Once you realize, you should
see that what you are asking for would be impossible for the accounting
system to enforce*. That control would have to be on the flex card
itself. And I bet there is one. My own HSA is "reimbursement but my
Medicare Advantage plan has an "other benefits" card (dental, over the
counter, vision, wellness, etc.) and simply won't allow more to be spent
via the card than is available in the balance of each category.

* If your card allowed "overspending" the most a limit set in an
accounting system could do is alert you that an error was made.
