While there's no *immediate* solution at

they have created a stub for some of these items. Other stuff there
could already be useful! They also list some suggested tools for
artists (Inkscape, GIMP) http://tango-project.org/Tango_Icon_Library
At KDE I could not find much usable content (apparently available
under LGPL) though they did have a step by step guide describing
rules and recommendations about development of icons:
