a) There is a version of gnumeric that runs (with some known
    printing problems) under current versions of MS Windows.
b) There are downloadable executables (.exe) that will install (1)

My best guess would be the print preview problem that is windows
specific.  The only other major outstanding windows bug report is
that context sensitive help is not properly connected.

Gnumeric is not directly tied to a minimum version of windows.
However, it depends on Gtk+, which has issues on win95 and older.
