Yes, the pair $ gpg-connect-agent killagent /bye $ gpg-connect-agent /bye works fine too and it is probably prettier than CTRL-C the agent.
However, I think restarting the agent manually is very useful even without SSH. The reason is possible errors in the configuration, if the command fail you immediately know something is wrong and you can fix.
