So, for distributions, we actually don't want to modify the main configuration 
file at all: as that is detected by tools like `rpm` or `dpkg` and they'll 
complain about it.

What would be more useful is the ability to point a directory (like 
`/etc/gnutls.conf.d/`) and make gnutls load all the config files from it. Then 
applications (packages) can just drop their configuration into that directory 
and have the system automatically load it, all without modifying the main 
config file.
