I do not believe the problem is because windows is trying to create the tempfile
in the root directory c:\. My tests have shown that the temp file is created
in the current working directory.  The file is created even when the program
fails. I think the OS is just returning a less then perfect return code and
triggering the error. I suspect we may need to switch to tmpfile_s()
