GoCD keeps track time for the following events -

Scheduled - Time when a job is scheduled(this is when a pipeline is
triggered manually or because of change in the material)
Assigned - Time when a job is assigned to an agent
Preparing - Time when the agent starts checking out material
Building - Time when the first job is started executing the first task
Completing - Time when task execution is finished. Artifact upload is
happening
Completed - Time when an agent has done building job and ready for the new
job

So to answer your question WaitTime = (Assigned - Scheduled).
