It is the time before an agent is assigned to a job. If you have two agents which can pick up a job, and both are busy for 2 minutes till one of them finishes and picks up your new job, then the waiting time for that job was 2 minutes. The time shown in the image you attached earlier is a combination of all such job wait times across all jobs for that pipeline run. It is an indication of whether you have too few agents.
