Baptism certificates: If they're not at the church(es) where the baptisms occurred, the next port of call should be the archives at the Bishop's Palace Altinho. Far higher chance there than the archives. For birth certificates, I think it might depend on the taluka. If Tiswadi, then the archives of Births and deaths at Junta House Panjim (unless they've moved to Patto or elsewhere), and only if not there (if going very far back in time), then the archives. I'm not sure about the other talukas. Hope this helps
