| I will never forget that in the middle of the chaos that followed the annexation to Goa to India, my father (actually, at my mother’s suggestion) had the inspiration to invite Louis Monteiro and Primo Louis produced a great report and did all he could to save the old medical school established by the Portuguese. He knew Portuguese and understood both systems well. He developed and proposed a beautiful plan to strengthen it and convert it into a bilingual institution (with courses taught in Portuguese and English). His plan was favored by Delhi but it was vetoed by the stupid Goan politicians creating what Dr. K N Rao, then Director General of Health Services, said was a “lost opportunity for India”. John
