Thanks Fred. Point 17. on the difficulty is also and interesting one. Since this is old, colonial style English wording, would anyone know what does the 'difficulty' means on this context here? For me, I am interested if it refers to 'difficulty in requesting/retrieving' a particular document. Or, does it mean some other kind of difficulty?
