There seems to be some mixup here...
(1) The sites listed by Dr Gopakumar are all on the Internet, and 
accessible from anywhere on the planet (which has access to the Internet).
(2) The unigoa.ac.in site is publicly accessible too. Some sections though, 
like those accessing subscription-based databases, are accessible only from 
the campus or with a login, if I'm not mistaken. Do mention which pages you 
were trying to access and could not. Someone on this list could offer more
