As far as the current situation goes, I feel that (1) Goa University was 
more open to students in its earlier times (pre-1990s), and even working 
students and teachers could  continue their education (Masters) there 
through afternoon-only classes... later this door was closed, ostensibly to 
improve the quality of education. Given the shortage of jobs here, few can 
afford to be full-time students for two more years. (2) There also is a 
shortage of guides and slots in many  disciplines and schools. Yet, 
replacing one university with seven is a logic hard to understand. FN
