Dear Francis, The matter is not at all as complicated as it looks if one formulates it as a library collections and cataloguing matter, which it is not. (1) The catalogue of an author's works is a curriculum vitae (CV). (2) Today, an academic CV does not just contain the bibliographic citation for each publication, but also the URL, if it is openly accessible (OA) online . (3) Today, each author's institutional repository (IR) also serves to generate the publication list for its authors' CVs. (4) Academics bring their CVs with them from institution to institution, updating them as they grow. (5) If all refereed journal articles have been deposited in whatever the author's institution's repository was at the time of publication, those URLs continue to link to the OA text. (6) Today, IRs can import items automatically from one another: each author's prior eprints can and should be imported to their new IR whenever they change institutions. (7) Libraries do not remove from their shelves the publications of institutional authors who have changed institutions. (8) Institutions do not remove from their IRs the publications of institutional authors who have changed institutions. (9) In the OA era, what matters is that all refereed publications should be made openly accessible online: How they are distributed across host sites is not a matter of concern, as long as they are and remain OA.
