May I suggest that anyone publishing, or considering publishing, in a journal 
that is not included in a list like Qualis should suggest that journal. This 
suggestion should trigger a review by other scholars rather than simply being 
accepted. If the author has already published, it may be useful to the journal 
reviewers if the author provided evidence of the peer review process.
