PARRIKAR: ENGINEERING ANOTHER GOA...

WILL HE make it? Metallurgical engineer Manohar Parrikar, who ascended the
chief ministership of Goa after defections were engineered from the other
parties, offers a detailed pre-election interview. Does he have something to
boast about for his 16-18 months in office? Can his claims of doing much for
the state translate into votes? Did he compromise on the values he wore on
his sleeve as an Opposition leader? Did he do-in his colleagues by
dissolving the Goa assembly abruptly? What factors does he see as being
responsible for his rise in Goan politics?

Or, is he "something of a Machiavelli"? Is he guilty of dumping his
political allies of the past? What about Parrikar's moves to build bridges
with (and wield control over) Opposition legislators? Why couldn't the state
nab the culprits involved in arson against a mosque at Succcour and
attepting to set alight a church-door? Will Gujarat cast its long shadow on
the ballot-box in Goa... one way or another? Is Parrikar in the running for
chief ministership, should the BJP win? What is Parrikar's vision for Goa?

What is Parrikar's "style off leadership"? And, for that matter, on
defections -- having benefitted from them himself.

Haven't plans to downsize the state's giant bureaucracy been overshadowed by
the Parrikar regime's employing of another large army of bureaucrats,
particularly in departments like the police, the functioning of which
doesn't inspire much confidence? What does the caretaker CM feel about the
turn of events in Delhi, where the BJP seems to be underoing trying times,
to put things mildly?
