TO TACKLE STRAY DOG MENACE: Practical difficulties in implementing the
scheme of the Animal Welfare Board for tackling the stray dog menace may
compel the State government to approach the High Court for an
amendment�.Urban Development Minister Digambar Kamat said, "During the last
two-and-a-half years about 5,656 dogs were sterilized and about 132 put to
sleep and the government is ready to back non-governmental organisations
and animal welfare organisations working in this direction with whatever
facilities if they want. (H)
SEND THEM TO HC: Rane and Parrikar suggested that all the stray dogs be
sent to the High Court since the government is unable to implement the
scheme pertaining to stray animals, as directed by the High Court. Sardinha
suggested that these stray animals be sent to the house of animals' support
groups which oppose what they refer as "wrong handling of the animals" by

UNFAIR TO NRIs: "Goa's industrial policy will be finalized by September 15
this year," said Industries Minister Ramrao Dessai during the question hour
in the Goa Assembly on August 13. Dessai was urged by the Opposition to
provide benefits to those desirous of investing in the State including NRI
Goans, who, Dr Wilfred de Souza felt, were not being given a fair deal. (H)
TILLARI PROJECT TO BE REVIEWED: Water Resources Minister, Filipe Neri
Rodrigues, yesterday said the government is committed and "serious" about
completing the Tillari irrigation project, but would "definitely review"
it. (H)
INTER-CONNECTING OF WATER SUPPLY WORKS: Public Works Minister, Ramkrishna
Dhavlikar, claimed that the government was working on a plan to
inter-connect the supply networks of the major water supply works in the
State. The work to inter-connect the Selaulim, Opa, Sanquelim and Assonora
water works will be completed by March 2004," Mr Dhavlikar told the Goa
Assembly. (H)
NON-PERFORMANCE: Deputy leader of the Congress legislature party, Dayanand
Narvekar, pointed out that the BJP government had, after laying the
foundation stone in December 2000, had promised that the Assanora-Porvorim
water supply pipeline would be commissioned in four months. Not only this
has not been done but the government continues to say that residents of
Aldona constituency get potable water daily, he stated�Pratapsing Rane, the
Opposition leader, suggested that when taps run dry for many days, the
consumers, who are billed for minimum charges, should not be charged at

CONSERVATION LAB: Dhavalikar said that a conservation laboratory and a
reference library will be set up at the Goa Museum by utilizing a found of
Rs.5 lakh sanctioned by the Central government. (GT)
WHERE BIRDS MAY STOP SINGING: "The Mhadei river nurtures the rich flora and
fauna of Sattari taluka and beyond. It also gives the villagers their daily
bread. With the proposed diversion of the waters of the Mhadei river, it is
this blissful existence, not materially rich but self-sustaining, that the

STUDENTS CALL OFF AGITATION: Chief Minister Parrikar assured a delegation
of students of Fr Agnel Polytechnic, who met him yesterday through an
initiative taken by MLA Mathany Saldanha, that he would work out an

SADA JAIL-BREAK CASE: The magisterial inquiry into the escape of three jail
birds from the Sada Sub-jail at Vasco has established gross dereliction of
duty on the part of the jail officials and has recommended a series of
measures to avoid recurrence of such incidents in the future. (H)
WOMAN ROBBED: Rosina D'Silva (33), of Betalbatim, who came down to Goa from
Mumbai to attend court proceedings, was robbed of her handbag containing a
gold necklace, digital diary and ATM and visa card, while scribbling a post
at the head post office Margao in Margao. (H)
PETROL PUMP ORDER STAYED: The Delhi High Court yesterday stayed the
Centre's omnibus notification canceling petrol pumps and LPG dealership
allotments in respect of two allottees, close on the heels of a similar
order of the Rajasthan High Court. (H)
GOA HOUSING FINANCE DUPED: Five persons duped the Goa State Co-operative
Housing Finance and Federation Limited to the tune of Rs.1.44 crore. The
persons were" Bharatibai Thakar, Mahanand Asnodkar, Deepak Dhargalkar,
Nilesh Patel and Harikrishna Patel. (H)
CAR SALES UP: Domestic car sales went up by 8.7 per cent in July on the
back of growth attained by auto-makers like Hyundai, Tata Engineering, Fiat
and Honda. Commercial vehicles too climbed 33.8 per cent to 13,368 units
from 9,988 units in July last. (PTI report in GT)
ISPAT LAUNCHES TMT: Goa Ispat Limited, Madkai, recently launched its
earthquake, heat and corrosion resistant Thermo Mechanically Treated bars,
manufactured with German technology, for safer civil construction in Konkan

KENI TO BE HONOURED: Goa's eminent Konkani writer, Chandrakant Keni, will
receive the Sahitya Akademi's prestigious translation award on August 19 at
New Delhi. Mr Keni's Konkani translation of Gujarati novel "Saat Paglam
Akashmam" written by Kundanika Kapadia, has been chosen for the award. (NT)
LAXMIDAS BORCAR AWARD FOR TENGSE: The editor of "Raashtramat", Mr Sitaram
Tengse, has been awarded the prestigious Laxmidas Borkar Memorial
Journalism Award for the present year. The award consists of Rs.5,000 and a

daily "Gomantak Times" promises to be "trim, fresh and lively, young and
