NOT CONSTITUTIONAL: The Panjim Bench of the Bombay High Court has held that
the post of the Additional Advocate General is not a constitutional post,
and has not only raised an eyebrow over the manner in which the State
government has equated anon-constitutional post with a constitutional one
in relation to the facilities afforded to Mr Vilas Thali but has also held
that he cannot act as public prosecutor unless authorized to do so by the
State government. (H)
'GUESTS' CAN INVITE TROUBLE: If you are giving your premises on rent or
otherwise to anyone coming from outside the State for a period of more than
two weeks, make sure that you inform the nearest police station. Secondly,
it will also be the responsibility of the person staying for more than 15
days in the State to inform the nearest police station about his purpose of
stay. Failure to keep the authorities posted can land you in trouble if the
"guests" get caught for nefarious activities. (H)
CM PASSING THE BUCK: CM Manohar Parrikar, who seemed annoyed when told by a
journalist that politicians shelter matka dons, retorted saying, "It's not
that a politician is always involved. I have given clear instructions to
police to come down with an iron hand on matka dens, but no action comes
from them. You ask the policy why matka goes on unchecked," he said.
However, he was quick to disagree that he has lost control over the police

MEDICINAL, AROMATIC PLANTS: Goa will shortly provide a favourable ground
for the cultivation of medicinal and aromatic plants through the efforts of
the Forest Department and the Agriculture Department with financial
assistance from the Government of India. This step comes in the wake of a
realization of shift to the use of indigenous system of medicines by the
common man due to the appalling side effects associated with the allopathic
system of medicines. (H)
COALITION PARTNERS SHOULD COORDINATE: A need for better co-ordination among
the coalition partners was felt at a meeting of the three partners under
the leadership of Chief Minister Manohar Parrikar yesterday. (GT)
LOUDSPEAKERS BANNED ON NARKASUR NIGHT: The district administration
yesterday made it clear that loudspeakers and fire crackers would be banned

FAMILIES WITH TENANTS: In a significant decision, the gram sabha meeting of
migrant dominated Davorlim-Rumdamol panchayat has resolved to submit a list
of 300 households which have leased out rooms for outsiders. The decision
assumes significance given that more than 80 per cent of the village is
inhabited by outsiders, though the panchayat is controlled by Goans. (H)
HC STAYS WORK ON ELA FOREST LAND: The Bombay High Court at Goa has stayed
any further development in the seven-hectare area of forest land at Ela
which had been converted to commercial purpose by a private party. A
petition had been filed by Sandeep Azrenkar of Nisarga Nature Club and Goa
Foundation in this regard. (GT)
TEACHERS DENY: The All India Federation of University and College Teachers
Organisation yesterday refuted the charge that the organisation was
pursuing a Marxist agenda. They said they were only opposing the
introduction of Astrology, Palmistry and Karmkand in the higher education
system only because it was being done at the expense of modern subjects
life biotechnology, computer sciences and genetic engineering. (H)
SELF-HELP GROUPS: The Panchayat Minister, Mr Manohar Azgaonkar, has advised
women to set up self-help groups and start small scale units promoting
handicrafts activities. He said that the government provides various
facilities to encourage mahilas (women) to venture into entrepreneurship

RS.40 CR PLAN FOR WATER STORAGE: The Water Resources Department has drafted
an ambitious plan to raise the water storage capacity of the State by 20
million cubic metres in the next two years at the cost of Rs.40 crore. The
plan envisages construction of open type bandharas and tanks on Khandepar,
Kalay and Chapora rivers, a pipeline from Selaulim reservoir to Kalay
river, augmentation of water availability at Assonora and Amthane water
works and construction of barrages at Opa and Ganjem. (GT)
NABARD LOANS: Congress Legislature Party spokesman Jitendra Deshprabhu
charged the BJP government of not availing of NABARD loans for
infrastructure development but using funds from commercial banks instead. (GT)
WORLD'S YOUNGEST MAGICIAN: She is just 11-year-old and is world's youngest
magician, who plans to "disappear" Taj Mahal within few seconds. Claiming
this, Suhani Shah asserted it's all about "tricks" and that the secret of
success lies in having a strong will power, hard work, doing everything
with enthusiasm and being humble. Hailing from Ahmedabad, Suhani will
perform at the Kala Academy today evening. (H)
CUNCHELIM CHURCH: The 25th anniversary of the Nossa Senhora da Fuga (Our
Lady of Flight) Church in Cunchelim-Bardez, will be celebrated on October
30 with a Mass at 4.30 with Auxiliary Bishop Filipe Neri Ferrao being the

SALONEE IN MERIT LIST: Salonee Shodhan Kamat of Saraswat College, Mapusa,
has secured marks equivalent to the student declared second in the merit
list of the BCom examination held by the Goa University after re-evaluation

MANDO FESTIVAL: The Goa Cultural and Social Centre are organizing the 36th
Mando Festival on 4 January 2003 at the Kala Academy at 3.30 pm. This year,
Atanasio Monseratte, the Minister for Town and Country Planning, is the

victory over Punjab. Cowan Lawrence restored parity while Alvito D'Cunha,

RED CARD: Goa striker Alvito D'Cunha apologized for his outburst against
the referee but insisted that all he deserved was a yellow card. "The
referee was partial to Punjab right from the word go. I am disappointed.
