Disaster management bureau on the anvil

The Department of Disaster Management/Relief and Rehabilitation
is being set up in the state which will be a nodal agency to create an
awareness
about vulnerability in various areas to disasters and the precautionary
measures
which need to be taken.
This was informed at a meeting of the Disaster Management Coordination
Committee (DMCC) held at the Secretariat today. The secretary revenue,
Ms Jayashree Raghuraman and the Chief Secretary, Mr Baleshwar Rai
also attended the meeting. It was decided to observe October 29
as the 'National Day for Disaster Reduction' and to use the preceding
fortnight
for carrying out disaster awareness campaigns.
As a sequel to the off-site emergency management plan which was released
recently,
the Inspectorate of Factories and Boilers has organised a one-day workshop
on Saturday about the requirements for hazardous industries on November 1
at Panaji. The workshop is primarily for managerial personnel of various
industries
which are not covered under the provisions of the manufacture storage and
import
of hazardous chemicals rules (MSIHC Rules), 1989 but are hazardous
by virtue of their manufacturing process or the voxicity/flammability of
the chemicals
used by them.
The workshop will also cover the various ways and means for creating public
awareness
about the hazards posed by the industries and the way they should respond in
case of emergency. The inspectorate of factories and builders has also
roped in
the Greem Triangle Society, an NGO to carry home message more effectively.
Similarly the Directorate of Fire and Emergency Services has organised a
workshop
on October 31 at the Directorate at Panaji. This workshop will be attended by
sarpanchas and panchayat members, councilors and other representatives
of people of North and South Goa. They have also launched a web page at
www.goagovt.nic on the Disaster management.
The Department of Science, Technology and Environment has also organised
programmes like essay and drawing competition for school students.
The meeting was attended by Mr P K John, director, fire and emergency
services,
Mr S S Prabhudessai, director, factories and boilers, Mr G P Naik,
collector south,
Mr A P Halarnkar, deputy collector north land revenue, Mr Malgaokar, deputy
collector.
