Without intending to defend Portuguese colonialism (as some on this forum seem to be intent on doing, directly or indirectly) could one just ask whether there is something systemic wrong that allows the worst guys to rise to the top, in the political system we follow? (Of course, Salazar-ruled Goa didn't face any dilemma over such issues; there was just no choice. And one couldn't even speak about it then.)
