GOVT TO BUY BOAT-HOUSES: As a first step towards exploiting the potential of scenic waterways in the State, the Tourism department has plans to purchase boat-houses for tourists visiting the State. The boat-houses will have cabin accommodation, dining and living space, besides indoor recreational facilities for tourists. Each boat will cost Rs.4 lakh to Rs.6 lakh. (GT)

This is where the Govt. of Goa is so wrong.
They should focus on good governance and not on entering into commercial enterprises.
If Boat-Houses are a good way to exploit the scenic waterways then they should be offering incentives to entrepreneurs to enter this sector of the market. They would do a much better job than the government.
The incentives could be in the form of a "tax-holiday" for 3 to 5 years or tax credits.
