The government should concentrate on what it was elected for and not deviate into schemes its has no experience in. If the Chief Minister or any other member of the government wants to get into business, they should resign from the government. These half-cocked schemes always end up as a disaster. Goa has enough of unfilled holiday accommodation to cater to the tourists, it does not need any more! It is not Srinagar, leave the house-boats to the Kashmiris, we do not need anymore of them in Goa. It is quit possible that it will end up being run by these people claiming experience in the field. Does the Chief Minister have an ulterior motive appeasing the Kashmiris! The house-boats scheme will be poorly regulated, adding effluence into the water which we have enough of strewn across the land. Besides they will impede the natural vista of Goa. And no incentives to entrepreneur - "tax-holiday" or other as suggested by Tim. Any good investor worth his salt, should be able to make a go of it on his own, if it is a viable project. The tax payer should not be subsidising private schemes. They would do a much better job than the government. The incentives could be in the form of a "tax-holiday" for 3 to 5 years or tax credits.
