----------------------------------------------------------------------- Documented by Goa Desc Documentation Service & circulated by Goa Civic & Consumer Action Network (GOA CAN)<[EMAIL PROTECTED]> Ph:2252660 ----------------------------------------------------------------------- -------------------------------------------------------------------------------------------------- Complaint against pharmacy council for failure to convene meetings ------------------------------------------------------------------------------------------------- A complaint has been made to the Health Minister, Dr Suresh Amonkar, that even after 8 years of the establishment of the Goa State Pharmacy Council (GSPC), not even a single meeting was organised by the body.
Mr Narayan Mhambrey who owns a pharmacy at Ribandar, in his written complaint to the Health Minister observed that in 1994, the Goa government temporarily constituted the council, consisting of 10 members, but it did not have any elected members.
"Mr S S Sardesai, the assistant drug controller was appointed as the
registrar of the council," he added, further pointing out that as per the rules
of the council, it should have held meetings at least twice a year.
Election for constituting a 6-member council was declared in August 2002
and accordingly the information was published in the Official Gazette. However,
members of the council were not informed about the election, it was mentioned
in the complaint.
It further adds, " It was clear that those 6 members, who were consequently elected, did not read the gazette, but were informed by Mr Sardesai about the election, and were made to fill the forms. This clearly shows that the election process was manipulated, and the 6 members were declared as unopposed."
Mr Mhambrey also states in the letter that the issue was first brought to the notice of the Health Minister in October 2002, besides addressing letters to various concerned departments. However, no action was taken in the matter.
"The issue was raised during the recently concluded session of the Goa state assembly and a set of questions was given to the Health Minister to answer.
