Thanks for your response. I too am fed up listening to Goans around me who do not seem to want to take any action.
I am trying to make an appointment to see CM Parrikar. If I am successful, I will definitely bring this matter up with him (along with other matters) and keep you all posted on the outcome of my water discussion with him.

You are perfectly right Tim. There is so much lethargy in
the administration in Goa that you end up saying, 'Hell, I've tried and tried
and failed". There is so much water being wasted, so much of pilferage of this
lifes source, but there is no will on the part of the authorities.
Water dropping from the skies is a fact but no one suggests how it may
be trapped. I must tell you that I was sent by CIDA to West Africa and I saw
the problems there first hand. Western Governments help a lot but the locals
suffer from apathy. I read about a pond being built in front of Fred's house.
The amount of water evaporating from Oct. to May will dry up the pond. Water
catchment is an answer but if one does not have the resourses amd area to build a
tank beside the house to collect rain water (money too is required) water
cannot be stored. I lived in a house in Togo where there was a huge tank that
conserved rain water. There was also a well and the government piped water to my
place.
There is a trough on the roadside in front of my house in Goa and for 2
1/2 years it has been filling up from water in the pipe below. The Engineer
in charge is a Mr. Joglekar (Marathi) and he will not move his butt. I have
recently sent photos to the PWD minister (Mr. Dhawlikar) and asked him for the
second time to do something. It is frustrating Tim to bang at doors that do not
open and no solutions will be found unless we suffer draught like in Eretria
or Ethiopia. I have seen the havoc created by lack of water in Africa.
