(continued) We all know too well the number of times Mr Parrikar has upgraded a post or changed the recruitment rules to ensure that a secular candidate is denied the rightful promotion. All this for good governance and transparency in the administration which Mr Parrikar so loudly boasts about.
Mr Parrikar has always tried to be above the law. He has paid scant respect to the provisions of the Indian Constitution. He thinks that "Parrikar's Manual" is the gospel truth. So I am not surprised that the Chief Minister is so set against the Judiciary, an independent organ of our constitution he dare not mangle with. The Chief Minister has an explanation for every folly he commits. He will try to explain what he actually meant when he has done the damage by saying what he really meant. Today the time has come to ensure that all judicial positions are kept a million miles away from the interference of the Politicians. Positions like Mamlatdars and Deputy Collectors sitting over judicial proceedings cannot be expected to be independent as long as their transfers and promotions are within the precincts of the Chief Minister. Today under a saffron administration led by Chief Minister Manohar Parrikar there is abundant injustice. In fact there is room for a permanent bench of the Bombay High Court to sit at Panaji and just listen to Public interest litigations as every illegal act of this despot needs to be challenged. The Judiciary is the common's man last resort to justice and as long as the Independence of this organ of governance is not kept intact, the future is not encouraging. The Chief Minister has to learn this basic tenet once and for all and should henceforth desist from casting aspersions on the judiciary. If he has any evidence whatsoever against any particular judge he is free to forward it to the competent authorities. Goa was unique for its secular fabric. This unique feature has been corroded and eroded in a brief span by Mr Parrikar's saffron leadership. It is damage that will be irreparable and something that Goans will have to live with thanks to all those who helped Parrikar sneak into power and hold on there.
