Dear Clarence, I am taking the liberty of answering one point that you raised. Joel may reply in detail.
The two lakh tourists who came by train include a group of Gujaratis who "chartered a train" to Goa[history in the making] to celebrate gokul ashtami! [No risk of communal violence here as in Gujarat].Others came for Ganesh Chathurti. Today even Goans do not like to rough it out in their ancestral homes: they stay in hotels. This is of interest to the hotel trade and makes good statistics for the tourism dept. Gulf Goans come home during their summer vacations[July-Aug] and also help in the statistics. We did have foreign tourists during the monsoons. That is good news. You cannot live in open conditions during the monsoons. The hotel occupancy went up.The bar revenues must have also gone up as one cannot do much sightseeing in the rains. Also there were no rave parties. I leave the fans of statistics[for social ,political and derogatory comments] to research the tourism dept statistics. It also has statistics on the benefits of golf courses that it will now dress up in the form of a report by a correct sounding foreign agency. Viva Goa.
