Cecil, I should have seen where you were going with this when you asked what seemed like a not-so innocent question.
Your concern for the young cyclists is well placed but I can't miss the cynicism in your last sentence. Wearing a helmet while riding a motorbike or bicycle does not guarantee safety. Safe riding habits are more important......and it is a known practice in many countries to educate children at a very young age on the benefits of safe riding. The fact of the matter is (any) Goa Government is unlikely to introduce legislation that would be contrary to populists desires.....every politician is only interested in his vote-bank. Yes helmets are an essential accessory for (mo)biking but learning to ride safely is more important. I do support Helmets for all two-wheeler riders in Goa.
