Speaking during the inauguration of Sahakar Sankul, the head office complex of the Goa State Co-operative Bank, at Patto Plaza, on January 26, Mr Parrikar said that the government is committed towards putting the various establishments in the Goan cooperative sector, in proper order, and the existence of the cooperative sector shall in turn ensure the existence of the common man.
The Chief Minister charged the previous governments of taking the co-operative sector in the state to its debacle. "The overall loss suffered by the cooperative sector during their regimes has risen to Rs 400 crore, including Rs 150 crore loss suffered by the Economic Development Corporation, Rs 108 crore loss faced by the Mapusa Urban Cooperative Bank and Rs 80 crore lost by the Goa State Cooperative Bank, besides other financial institutions like the Citizen's Cooperative Bank, People's Cooperative Bank and Bicholim Urban Cooperative Bank, suffering further losses," he informed.
Mr Parrikar pointed out that it would be interesting to find out how much money, out of the Rs 400 crore loss, has really reached the common people, adding, "most of this amount appears to have gone out of the state to non-Goans."
He also maintained that sanctioning of loans from the state cooperative sector to non-Goans should be immediately stopped and hence the government is committed to give a push to the Goa State Cooperative Bank.
The Minister for Agriculture, Mr Dayanand Mandrekar, speaking on the occasion, said that the government as well as the national banks are both responsible for mismanagement of various schemes available in the cooperative sector, for common man. He also stressed on the need to end the monopoly of the national banks in the cooperative sector.
"There is an urgent need to give financial assistance to self-help groups from Goan rural areas, as the percentage of recovery of loans from them is nearly 90 per cent," he observed.
The Minister for Agriculture also said that the beneficiaries of the Kamdhenu scheme would henceforth be relieved from undergoing cumbersome procedures involving veterinary doctors and bank as well as government officials, while buying the cattle under the scheme.
The Minister for Cooperation, Mr Vinay Tendulkar said that the government has agreed to provide a share capital to those co-operative institutions from the rural areas in the state, which were slated for closure due to their total failure in working.
The chairperson of the bank, Mr Prakash Velip, in his welcome speech said that the new headquarters of the bank would act as a centre for spearheading the co-operative movement in the state. He also informed about the working in the new head office complex of the bank.
