The administrators also did not promote education for
fear of revolt. There was only one Primary school in every village, and the highest Portuguese education then was either Liceum or Escola Technica. However, there was a prerequisite to join a school ones parents had to own a piece of land and a house on it otherwise his children could not attend school. Since Bhattkar was delegated full powers, if a tenant sent his children to school without his knowledge, he would summon that tenant, scold him and sometimes beat him with roth and make him withdraw his children from school. Not only that, he would instruct the tenant to immediately send his children to work in his property.
The Seminary at Rachol, both predated as well as competed with Liceu.
Majority of Goans who entered the Seminary did so to obtain a modicum of secondary education that would enable them to practice law, etc. esapecially if they were first sons/heirs.
Non-brahmins, the left-handed, the squint-eyed, and several other discriminatory categories were strictly taboo.
First non-brahmin boys were received only in mid-last century and too by devious circumvention: "adopted" by the bathkars,
The taboo did not apply to the aristocratic "Chardos" of the coastal belt.
To begin with Liceu (govt.) was only at Panjim. Later, Mapuca and Margao had private Liceu, but
up to only 2do ciclo, of which Sharlekar's Liceu Abade Faria survived Dec 19th.
Escola Tecnica opened only in the 1950s
Escola Medica de Goa is perhaps the oldest secondary educational institution of them all. I believe that earliaest entrants to the EMG qualified through basic preparation at the Seminary.
Saligao seminary is also quite new, 1950s
