Yes it is. But I think you get my point. Mackerels have to be compared
with mackerels and mangoes with mangoes.

I think it would be best if we both read the following book, which
highlights these bogus comparisons motivated by political
considerations rather than real educational goals:

"The Manufactured Crisis: Myths, Fraud, and the Attack on America's
Public Schools", written by David C. Berliner and Bruce J. Biddle,
published in 1995 by Perseus Books.

I don't know what goes on in the slums of Mumbai and Kolkata, and the
shantytowns of Bihar. But I am pretty sure they don't maintain such
statistics. For that matter, I doubt that they maintain statistics on
their math and science scores and dropout rates in these places.
