To All Citizens and NGOs concerned about the developments in Panjim in preparation for the International Film Festival of India.
Dear Friends,
You must be all aware, from the various reports appearing in the Press, tenders floated in the newspapers etc, that the Government of Goa through the Goa State Infrastructure Development Corporation (GSIDC) and the Corporation of the City of Panaji (CCP), has planned various infrastructure projects to come up in the City of Panjim for the International Film Festival of India to be held in the month of November /December 2004.
You may also be aware that none of the plans have been made public so far, except for a few computer generated pictures that have appeared in the Press. Information has also not been furnished under the Goa Right to Information Act on the pretext that no competent authority has been notified in respect of both these Corporations for the purpose of furnishing information.
The bottom line is that major projects that could affect the lives of citizens of the Capital City are being pushed through at a reckless pace with the main stakeholders being kept in the dark as to the massive infrastructure being created. A bad precedent is thus being created by a Government that prides itself of its "good governance" and "transparency", which if allowed to go unchallenged could be repeated in the rest of the State.
With this as a background, the People's Movement for Civic Action (PMCA) is organizing a meeting on 14th March (Sunday), at 10 a.m. at the T.B. Cunha Hall, Near Azad Maidan, Panjim, of Citizens and NGOs in Goa who are concerned about Goa's development in the right direction to discuss the issue and plan the future course of action.
