Dear Sir, The Weekender dated 14 March, 2004 carried an item "IFFI info on website soon" which informed your readers that the Goa Government has finally agreed to make available to the public "all decisions pertaining to IFFI related infrastructure development, tenders, etc." The news item further informs us that "Meanwhile, a team of Goan architects will guide (sic) the Canadian based Hok International, the lead architects for IFFI Goa." It is disquieting that the "lead architects," who are supposed to advise the local architects, and for which they will be paid exorbitant sums by way of "consultation fees", will, in fact, be availing of the services of local architects. If the local architects are considered competent enough to "guide" Hok International, then where is the need to engage the services of Hok International to provide their services at fancy prices!? This amount can just as well be paid to the local architects, who, presumably, know more about the local situation than the Canadian "consultants". This is a glaring example of the irrational manner in which the Goa Government is proceeding with the planning of the forthcoming IFFI. The lack of transparency in the planning of the infrastructure, and the devious objectives of the Government is also evident in the fact that work on several fronts has already commenced even before the tendering process has been completed.
