The computers and Internet connection are expected to supplement for the education provided in the classrooms and provide a major support to the students who find it difficult to understand everything that is taught in the class.
The education department is also touching upon various aspects related to the provision of student-friendly educational compact discs to the students, which would function as private tutors.
The Act preventing the teachers from conducting private tuition classes also ensures action against such teachers. The government however, has failed to implement the same. It is expected that the strict implementation of the same from June 2004 would bring a discipline in the teaching procedure, that is followed in the classrooms.
It is observed that majority of the students have a number of education -related difficulties but are afraid to put them forward before the teachers. The ever-increasing competition, examination-centred education system and efforts on the part of the parents to obtain maximum marks for their wards have made the private tuitions very expensive. Nevertheless, at the same time, the market of private tuition classes has also expanded in a big way and has become a major business.
"In fact, the vicious circle can be compared to the government doctors who also indulge in private practice," the sources observed, pointing out that the teachers are opposed to the provision for remedial teaching for the same reason. "If an allowance is introduced for remedial teaching hours, then the teachers would have no objection for the same," the sources pointed out.
Over the years, a number of complaints have been lodged with the education department by the parents that the teachers in general are neglecting their students in the schools and concentrating on their students at the tuition classes.
The department officials are currently studying the provisions of the Act and an alternative for private tuitions has also been suggested by them, which would have the government providing computers with Internet connection to the students. The students who have already received the computers under the Cyberage Scheme will be given the Internet connection at a reduced and affordable rate, if the proposal put forward by the education department sees the light of the day.
A number of students already have computers at their disposal due to the Cyberage Scheme. Now, the proposal to provide Internet connection at a subsidised rate may revolutionise the education system in the state. However, before providing Internet facility to the students, the government would require to hold talks with the parents, the education department sources revealed.
The government has already began primary talks with few of the companies in the telecommunication sector to explore the possibilities of providing Internet facility to students, without it being misused.
Meanwhile, a policy for absorbing the lecturers at the higher secondary and the college level as well as the teachers making an earning on per lecture basis, in the contract service system has been prepared, it is learnt. The education department sources said that the policy would largely help those lecturers, who cannot avail of any job related facilities, such as provident fund, gratuity and so on. ------------------------------------------------- The Navhind Times 9/4/04 page 1 -------------------------------------------------
