Fred: The crux of the issues seems to be simply this: if Dabolim was a civilian airport (under the Portuguese colonial rule and/or later) at what point of time did it changes hands to the military authorities, and under what conditions/document? =========================== I had written this before, but ... Unless shown otherwise, it seems to me that the Central Govt "sold" Dabolim airport to the Navy, and that the "lease" mentioned by Admiral Mehta, was agreed between "the ministry of defence and the civil aviation department", both Central Govt agencies. This could have occurred soon after the "annexation" of March 1962. There appears to have been NO input from the Goa Govt at all, presumably been ordered ever since to "shut up and bear up". A slow realisation has come to me that the only reasons why successive Goa Govts have not spoken against the Navy at Dabolim, and why the Panjim Municipality has posted a "No Parking By Order of PMC" in the area around the Quartel (near the market) in spite of Parrikar's request to the Under- Secretary to keep the Army under control, and why Parrikar is insistent on Mopa, is that there has been more than just sabre-rattling from the Armed Forces against the civilian govts in Goa, more of an "arm-twisting" or "do as you're told" from the Centre and from the Armed Forces (ever wondered why is there such a large military presence in such a small place such as Goa?). Then again, why Mopa? so as to be as far away as possible from the flight- paths of the supersonic aircraft in the triangle of Dabolim-Anjediva-SeaBird. Just my gut feelings (or you can say, that's the system-analyst in me asking questions). Cheers, Gabriel. P.S. I hope these questions get asked on the "Liberation" Day!
