Don't know how old this problem is, but a number of POGOs (people of Goan origin) have been complaining about this trend.

Didn't Manohar Parrikar himself raise the issue of Pakistan-based Goans, and promise to solve the same, around 2-3 years ago, at one of those expat meetings held in Panjim? I think this was Aires was around... not sure. FN
