Whether Rule189 of the House is applicable or not, or whether it should have been applied at 2.30 0r 4.30 P.M. is debatable. What is not debatable is whether WITHDRAWAL and DISQUALIFICATION mean the same thing.

At 2.30 the Parrikar government was allowed a show of strenght. The composition was BJP and ally 17 + 1(Speaker) and INC and allies 18. The Speaker disqualified "Independent" member Mr Filipe Neri Rodrigues under a technicality Mr Rodrigues pleaded for a 15 days time to respond to the Speakers notice which was denied to him and the strenght fell for the INC and allies to 17 this caused a chaotic situation.
The BJP won by one vote 18 to 17 of the INC after the Speaker cast his vote this was at
