At 2.30 the Parrikar government was allowed a show of
strenght.  The composition was BJP and ally 17 +
1(Speaker)  and INC and allies 18.  The Speaker
disqualified "Independent" member Mr Filipe Neri
Rodrigues under a technicality observed under the new
anti defection law.  Mr Rodrigues pleaded for a 15  
days time to respond to the Speakers notice which was
denied to him and the strenght fell for the INC and
allies to 17 this caused a chaotic situation in which
niether was the presence of Filipe Neri Rodrigues
tolerated after his disqualification nor was he
allowed to vote.  The BJP won by one vote 18 to 17 of
the INC after the Speaker cast his vote this was at
5.40 p.m. and there was a riot of celebrations all
over the state.

But the INC and allies rushed to the Governor pleading
for dismissal of the Parrikar government as the
Speaker had acted unconstitutionally.  This resulted
in the dismissal of the Governor under section 164 of
the Constitution of India and the leader of United
Legislative Alliance the INC and allies Mr Pratapsing
Raoji Rane was called to form a goverment, by the
Governor of Goa Mr S C Jamir at 6.10 p.m .  Hurt by
this joy turned sorrow the BJP pleaded to the
President of India and Mr L K Advani addressing a
press conference in New Delhi spoke of an
unconstitutional act of the Governor and demanded that
the BJP Government be put in place, after winning the
trust vote.  

The reports from the Centre is that Home Minister has
been called by the Prime Minister to explain the
ground realities and until the time of this post the
INC and allies are awaiting the next move.  Apparently
the decision of the Governor has been held in
"suspended animation for some time"

Meanwhile at a largely gathered public meet organised
by the BJP government at the historic Azad Maidan
Grounds speaker after speaker and that included the
vocal lot Mr Manohar Ajgaonkar Mr Rajendra Arlekar
both SCs  Mr Digamber Kamat( Brahmin) Mr Manohar
Parikar exposed the corrupt intents of the resigned
BJP MLA.  Mr Parrikar did not mind the resignations of
three MLAs Mr Monserrate Mr Francisco Mickey Pacheco
and Mr Isidore Fernandes   but he stated that he
started moving fast when his PED Minister and
Transport Minister Mr Madkaikar turned to resign from
the Cabinet for he alleged that they infact had
complained in the past over misdeeds of the resigned
MLAs and therefore expected them to do a re-think.  

But the tone of Mr Parrikar reflected one thing that
the whole excercise of the present political scenario
was "OUT WITH PARRIKAR' and he suspected that crave
for the large budget was the mission of those out of
power.

The higly intellectual elite and others who attended
the function were equivocal on one point
---development could not progress with the present
"dispensation " of the INC and its allies and in the
event Parrikar fails to get the vote then he should
seek a fresh mandate --- They were confident that he
would get not less than 25 to 30 seats a small number
but a positive sign.
