Hey, David, I am an American of Indian heritage who is as brown as can be, but no longer an Indian citizen or resident. I would be charged the same as you. It has nothing to do with RACE and everything to do with your residence. Residence in India, Rs. 3,500. Residence outside India, Rs. 7,500.
