He need only focus on the use of Dabolim for "basic flight training" purposes during the 4 dpw "no fly" period for civilian aircraft. How much of the blocked time does it actually consume and is it possible to consider other locations such as Kochi, Yenkebe, Juhu or whatever to which these "basic flight training" activites can be transferred so as to free up some precious time for civilian flights at Dabolim?
