RESPONSE: I am surprised, that it appears that before this directive,
the Catholic Church allowed full Service to marriages of mixed
religious partys.

To my knowledge in the U.K. and Canada in case one of the participants
is a non Catholic a shortened service is held without Mass. Of course
there could be exception to these rules - as there in any Society and
any Religion.
