http://www.indianexpress.com/ie/daily/19980730/21150894p.html This is because it might offer some ideas for a future course of action vis a vis the issue of closure of Dabolim civil enclave if/when Mopa goes on stream. Informal chats with knowledgeable friends indicate that only the Union Cabinet can readily revoke its own previous decision. The alternative might be to go in for a long drawn out PIL. Hence the need arises to identify the 'grounds' for such revocation if proposed. One potential ground might be "haste". In the case of Dabolim, the Cabinet has decided well before any shape whatsover had been given to the Mopa plan let alone the appearance of interested private investors on the scene. It seems to have been engineered by vested interests purely on the basis of the Bangalore precedent set five years earlier i.e. in the mid 90s. The other potential ground might be "arbitrariness" of the interested party viz Defence. There doesnt seem to be any set military logic governing the Defence Ministry's stance in such situations. It can stonewall endlessly (as in Goa) or it can cave in abjectly as it did for a while in Bangalore (until the private investor bailed it out). Voila! We may be able to conclude that the Union Cabinet's 2000 decision about Dabolim was 'planely' absurd on the foregoing grounds and can justifiably be revoked without harming national interests. Indeed the latter calls for a re-think with a clean sheet of paper. The next question is who should be contacted to push this line of thinking (if valid) ultimately to the Cabinet Secretary or the PMO?
