Would you not want the best of professors and scientists especially if you could attract them? Barring a few high security jobs you don't find this 'protectionism' in the USA. That's why our Universities have produced so much valuable research. In the USA even a foreign post doctoral worker with a two year visa can apply and get research funds independent of his supervisor. Helga
