Under the Sarva Shiksha Bhiyan (SSA), the Central share for 2006-07 has been
enhanced to Rs. 11,000 crores from Rs. 7527.23 crores in 2005-06. A statement
showing the details of the Central Government allocations to the States/UTs for
2006-07 is at Annexure.
Under the SSA a regular system of financial monitoring has been put
in place with quarterly financial reviews, concurrent field reviews and
independent annual auditing of accounts.
A case of misuse of SSA funds in Darjeeling district of West Bengal
has come to notice, in which a police case has been registered and
investigations have started.
Whenever any instance of deviation from the norms in expenditure is
brought to notice, the Central Government takes up the case with the concerned
State Government and the deficiencies are rectified.
