Some of the things I was informed on the Ramadan Cup Goan Inter-Village Tournament is that at the meeting called before its start, team managers were told that if they entered the Ramadan Cup the teams cannot play in the rival All-Star Entertainment/United Goans tournament. They were also informed that Goans with non-Indian passports and Goans on visitor's visa would not be allowed to play. It seems some players with non-Indian passports and also those on visitor's visa are playing. It is alleged that a player from a team that exited earlier played for a team that had qualified to the quarter-finals. The Ramadan Cup players have no ID cards like the players in the rival tournament. Some teams who wanted to play in the ASE-United Goans tournament want to back out of the GCS tournament. So the GCS agreed to change its stance. The running of the tournament is as messy as the GCS's own administration. Here is an association which didn't allow a person with non-Indian passport to run for the president's post. The Indian Association, which issued the directive, stands dissolved because of its own internal problems. Hence, any past directive from Indian Association is null and void. Therefore, it stands to reason that a member with a non-Indian passport can now run for president unless such a by-law has been added to the amended constitution. I cannot confirm but I am told that Mickey Pacheco may be a "no show" at the final because of his busy schedule in Goa.
