Dear Sir,

I have just seen your mail of 23rd Dec (delay due to the intervening Christmas holidays) and hasten to clarify as under:

Justice Wolfango Joseph Dourado was indeed the Attorney General of Zanzibar, a semi-autonomous constituent unit of the United Republic of Tanzania, as may be seen from para 3 of my letter dated 23rd November 2006 and the Curriculum Vitae of Justice Dourado enclosed thereto. He was appointed a Judge of the High Court in 1990 and has been the Dy. Chief Justice of the High Court (the highest court of appeal in Zanzibar) since 1996.

It is not true that he was the only lawyer in Zanzibar at any point of time.

While it is true that he led the prosecution (in his capacity as the Attorney General) in the first treason case (1973) in the wake of the assassination of the first President of Zanzibar (Abeid Amani Karume), it is not true that he also acted as the defence counsel in the same case.

The phrase "coup plotters" used by Mr. Mervyn Lobo, is more relevant to the second case of treason, prosecution for which was launched in January 2000, when Justice Dourado was already a Judge of the High Court. The judgment in that case, delivered by Justice Tumaka, the then Deputy Chief Justice of the High Court, was reversed by the Court of Appeal on the mainland (the apex court for the United Republic of Tanzania) on the ground that no charge of treason could be brought against the accused persons arraigned before the High Court for having plotted to overthrow the President of Zanzibar, since Zanzibar lacked full attributes of sovereignty-essential to sustain such a charge.

I do sincerely hope that the above clarification will correct the inaccuracies in the tidbits posted by Mr. Mervyn Lobo, claiming to be a relative of Justice Dourado, on the Goanet. I will be glad to provide any further clarifications you may require. Folks,
To be accurate here, Wolfango Dourado never was the
Attorney General of Tanzania. He was the Attorney
General of Zanzibar.

At one point he was the only lawyer in Zanzibar.
Another interesting tidbit is that he once had to try
"coup plotters." Since there were no lawyers to defend
the accused, Dourado acted as attorney for both the
prosecutors and the defendants.
