Being resident of Margao I was attracted by an article titled "Tough
Challenge in Margao" that appeared in Goa government's gazette... I mean
Navhind Times edition of Sunday, 7th January 2007(Panorama Front Page). The
article speaks of "Margao Constituency" and not of actual "Margao".
According to Margao Municipal Council, Post Office, Government & by the
definition of Margao city, "Margao" means Margao Constituency PLUS Fatorda
Constituency and that's what actual Margao is! Without including Fatorda
Constituency, Margao means just Margao Constituency and not "Margao" in
above sense. To solve this "misconception" some Margao dwellers have already
tossed two new terms as Margao First (i.e. Margao Constituency) and Second
Margao (i.e. Fatorda Constituency). Even in the eyes of government when it
says "Margao" it's understood to be Margao Constituency + Fatorda
Constituency combined unless specific constituency is specifically
mentioned. This is the biggest confusion in the article though readers are
sharp enough to understand what the author of the article means! I am not
blaming the author of the article for 99 % of Margao dwellers are not aware
of this hidden duality involved in the word "Margao" and that's the catch 22
with which our politician play their gimmicks - spend money in one
constituency and beat the drums of achievement in "Margao".
The article also mentions the names of four "purporting" to be official
candidates for Margao Constituency though none of the political parties has
officially announced the candidature of any candidate for Margao
Constituency. Going by author's presumption, all four, promises the same
things as their election agenda. With their agenda, all of them directly
accept that these problems exist in Margao unattended which are faced by
Margao dwellers since decades! And now in the name of garnishing votes they
are promising us to eradicate the same!! What a surprise!!!
Same article quotes MLA of Margao Constituency of having completed the
projects worth Rs 400 Crores for the development of the city! (by saying
CITY, as per definition of Margao, this implies total Margao!!) Presuming it's
correct, the author should have taken Project wise, Year wise (including the
year when the project was started and completed), and Constituency wise
breakup of the expenditure for better clarity on the projects completed in
Margao. After reading the article, People started questioning each other
saying "Has he spent Rs 400 Crores during his present tenure as Minister or
is he mean to say that he has spent Rs 400 Crores during his entire carrier
of 15 plus years as MLA of Margao Constituency OR has he spent this amount
on entire Goa's development as a Minister of Goa OR is it a typographical
error in mentioning Rs 400 Crores instead of Rs 400 Lakhs?"
Just like "curiosity kills a person" Margao dwellers are eagerly waiting to
know the answers with proper breakups. Can these details be provided to
Margao dwellers either by the concerned MLA or by the author, if it's
provided to him?
