I read about it first on the goanet.
As for your question above, it appears that he did resign as MLA and hence
handed over his
resignation to the Speaker of the house.
He is now like an independent. He is not MLA now. He can join any party of
his choice.
In this case, it appears that it was all pre planned and was going on
behind closed doors all
this time.
'You leave BJP and join Congress and we will reward you by giving a
ministerial post'
It may also be noted here, one may not be a MLA or MP to become a minister
or CM or even PM.
Anyone can become a minister but once he/she is a minister, he/she has up
to 6 months to
contest and win an assembly seat or Parliamentary seat.
I think, when PM Indira Gandhi died (Assassinated) her son Rajiv Gandhi
took the throne and
become PM (he was in the youth congress then)
