In response to Rajan Parrikar's message, Roland Francis makes valid comments
about the need for an unique identity card. This proposal was mooted quite
some time ago, when the NDA government was in power, and for exactly the
reasons mentioned by Roland.
However, I think that Rajan's thrust is not ration cards but how the system
is being misused to get illegible voters on the voting list. While the
ration cards makes it easier to get such people to vote, irresponsible
politicians will find other loopholes. It is this menace that can swing an
election, particularly when there are small constituencies as it happens in
Goa.
