Transcription of one's birth certificate (BC) with the Lisbon Registrar of births and deaths stating that one was born in Goa before 19th Dec. 1961 may not necessarily mean one becomes automatically a Portuguese citizen. For, to become a Portuguese citizen this Goan has to apply further for a Cartao de Cidadao ( may be akin to our Election Photo Identity Card (EPIC ) or Aadhar Card. He will not be issued with a Portuguese Passport unless he obtains first his Cartao de Cidadao.. Therefore to dub any Goan who has transcribed his BC in Lisbon but who has not proceeded further with acquisition of Cartao de Cidadao and Passport as a Portuguese baby would amount to legal confusion.
If an Indian is born in Mecca, does he automatically become a Saudi citizen because his name is registered in Saudi records ? Saudi Arabia does register his birth because this Indian was born in their territory and Portugal does it because ,whether we like it or not , Goa was under their jurisdiction before 19 Dec. 1861. If any Goan who has his BC recorded in Lisbon but who has not yet is Cartao de Cidadao and Portuguese Passport can he enter Portugal with Indian Passport without any visa because some legal brain thinks he is an automatic Portuguese citizen or whilst he is in this state of affairs, will he asked to return his EPIC card or Aadhar card or his Indian Passport? PS. I do agree that once he acquires his Cartao de Cidadao and a Portuguese passport he does cease to be an Indian citizan
